MEMORANDUM OPINION
MICHAEL, District Judge.
This is an action brought by the owner of a billboard sign advertising business to have a city ordinance which regulates the content of billboard advertising declared unconstitutional under either federal or state due process and free speech guarantees. Alternatively, the plaintiff, Edward R. Jackson, seeks damages for the unauthorized taking of private property without just compensation. Jurisdiction is invoked pursuant to 28 U.S.C. § 1331 (1982) and 28 U.S.C. § 1343 (1982). The plaintiff also seeks damages for a denial of his civil rights under 42…
