Plaintiff-appellant Edward Flight appeals from a judgment entered March 24, 1995 in the United States District Court for the Northern District of New York, Frederick J. Scullin, Jr., Judge, that dismissed Flight’s claims that defendants-appellees had unlawfully discriminated against him in the provision of payment for modifications to a vehicle *63in violation of Section 504 of the Rehabilitation Act of 1973, as amended (the “Rehabilitation Act”), 29 U.S.C. § 794,1 and Section 202 of the Americans with Disabilities Act of 1990, as amended (the “Disabilities Act”), 42 U.S.C. § 12132.2
