In September, 1897, the mayor and general council of Atlanta, without first obtaining the consent of two thirds of the qualified voters of the city agreeably to law, entered into a contract with the commissioners of roads and revenues of Fulton county for the purchase of certain real estate on which is situated the court-house of that county.
