High County Resources (“HCR”) and Glacier Energy Company (“Glacier”) (collectively “Petitioners”) petition for review of two Federal Energy Regulatory Commission (“FERC”) orders dismissing their license applications for hydroelectric projects on tributaries of the Skagit River.
