OPINION AND ORDER

ARENAS, United States Magistrate Judge.

This matter is before the court on motion filed by Puerto Rico Ports Authority (“PRPA”) seeking a certification for immediate appeal pursuant to 28 U.S.C. § 1292(b). PRPA argues that controlling issues of law to which there are grounds for substantial disagreement are present in the opinion and order issued by me on March 26, .2003 (Docket No. 32) granting in part and denying in part its motion for summary judgment.
