J. Section 6, Article VIII of the Ohio Constitution prohibits a municipal corporation from entering into a joint venture with private corporations or associations. The section further prohibits the extension of credit by a municipality to any private corporations or associations.1 *128In Walker v. Cincinnati (1871), 21 Ohio St. 14, 54, this court expressing its interpretation of Section 6, stated that the section “forbids the union of public and private capital or credit in any enterprise whatever.”
