OPINION
WEISBERG, Judge.
Carondelet Health Services (“plaintiff’) apr peals the superior court’s affirmance of the Arizona Health Care Cost Containment System Administration (“AHCCCS”) Director’s decision to deny its grievance. For the following reasons, we affirm.
FACTUAL AND PROCEDURAL BACKGROUND
In 1990, a Native American (“F.L.”) residing on the Tohono O’odham Reservation sought treatment at Sells Indian Hospital (“Sells”), a federally-funded Indian Health Service (“IHS”) facility located on the reservation. He was diagnosed as suffering from spinal cord suppression and was “essentially…
