The complainant, Eli Godfried, applied for a job as a taxicab driver with Boynton Cab Company in Milwaukee on June 4, 1974. When Boyn-ton refused to hire him because of his handicap, the congenital lack of the right hand and forearm from about three inches below the elbow, Godfried filed a handicap discrimination complaint with the Department of Industry, Labor and Human Relations.
