The Philadelphia Housing Authority (Authority) appeals from an order of the Court of Common Pleas of Philadelphia County (common pleas) that granted Philadelphia City Council’s (Council) petition to enforce subpoenas directing Carl R. Greene, the Authority’s Executive Director, to appear and produce documents at Council hearings investigating the delivery of public housing services in the City.
