Petitioner, Shawn Michael Ledcke (“Ledcke”), has filed a petition seeking to enforce a final determination of the Office of Open Records (“OOR”) relative to records and materials in the custody of the Lackawanna County Prison that the OOR found to be discoverable under the Pennsylvania Right-to-Know Law (“RTKL”), 65 P.S. §§ 67.101-67.3104.
