After prevailing, in a previous appeal to this court, on his motion to inspect the jury selection records of the Eastern Division of the District of Massachusetts, Jerome E. Royal moved for a new trial, claiming that the selection process used to pick the jury panel that convicted him of conspiracy and mail fraud violated the Sixth Amendment and the Jury Selection and Service Act (“the Act”).
