The named plaintiff, the city of Norwich,1 instituted this action seeking to enjoin the defendant from using its premises, on which was located a cement *333manufacturing operation, as a trucking terminal. The plaintiff claimed that the defendant was required to obtain site plan approval before using its premises as a trucking terminal, and that such use constituted a nuisance.
