The particular issue for decision is whether the City of Glasgow, through its Electric Plant Board, can submit by referendum at the coming November, 1960, election the question of proceeding to exercise the power of eminent domain to acquire the city electric facilities owned and operated by the Kentucky Utilities Company. The determination of the issue rests upon the construction of what is styled the “T.V.A.
