This case comes before the Court on review of Special Master Dee Lord’s September 20, 2012 decision denying compensation to Petitioner, Joseph Taylor, through his father, William Taylor, under the National Childhood Vaccine Injury Act (“Vaccine Act”), 42 U.S.C. §§ 300aa-l et seq.
