COFFIN, Chief Judge.

Appellant applied for medical disability benefits under the Social Security Act in 1973, 1976, and 1977. All three applications were denied and the third denial became the decision of the Secretary of Health and Human Services when it was approved by the Appeals Council on February 29, 1980. This action was instituted when appellant sought review of the Secretary’s decision in the district court under § 205(g) of the Social Security Act (42 U.S.C. § 405(g)).
