Plaintiff James Fidler has sued the City of Indianapolis and Indianapolis police officers Brian Hofmeister, Brent Hendricks, and Ron Santa for the use of force in connection with Fidler’s arrest on January 25, 2003. Fidler asserts: (1) a claim under 42 U.S.C. § 1983 that defendants violated his Fourth Amendment rights; (2) a claim that defendants violated his rights under the Indiana Constitution; and (3) state common law tort claims.
