Review is sought of a Board order requiring pefitioner to cease and desist from refusing to bargain with three locals of the International Brotherhood of Electrical Workers, 1 2A. F. L. These locals had been certified as the representative of a majority of the employees in an appropriate bargaining unit on August 12, 1946.
