These two eases each involve a consideration of an Act of the Legislature approved February 15, 1921, known as Chapter 50 of the published Session Laws of that year; the *208constitutionality of said Act being assailed in eaeb case, though on different grounds. The two cases were heard at the same time and may be disposed of in one opinion, but, for reasons which will presently appear, it will be necessary to consider them as to some points separately.
