MEMORANDUM-DECISION AND ORDER

I. INTRODUCTION
Currently before the Court are Defendant’s motion to dismiss Plaintiffs’ claims for injunctive relief pursuant to Rule 12(b)(1) and Rule 12(b)(6) of the Federal Rules of Civil Procedure and Plaintiffs’ motion for a preliminary injunction. The Court held a hearing with respect to these motions on May 15, 2013. At the conclusion of that hearing, the Court rendered an oral decision and advised counsel that the Court would issue a written decision setting forth its reasoning.
