This is an appeal by the defendant-appellant from a conviction, after trial by jury, of selling for consideration the regulated drug, phencyclidine. 18 V.S.A. § 4224(g). The defendant alleges as error that (1) the delayed disclosure of a witness denied him the rights to pretrial discovery and a. fair trial; (2) the State failed to introduce evidence to show the defendant guilty beyond a reasonable doubt; (3) the drug-exhibit should have been excluded since a sufficient chain of custody was not shown; and (4) the Department of Health regulations designating phencyclidine as a regulated drug…
