This matter is before the Court on the Motion for Judgment on the Pleadings [ECF No. 29] filed by Defendants City of Delaware, Detective Benjamin Segaard, Former Detective Patrick Gerke, Officer Adam Willauer, and Detective Sergeant Jonathan Radabaugh (collectively, the “Municipal Defendants”).1 Plaintiff James R.
