MEMORANDUM OPINION

STANLEY S. HARRIS, District Judge.

This matter is before the Court on plaintiffs’ Motion For a Writ of Mandamus. Plaintiffs are suing four officers of the United States Capitol Police for alleged actions related to the death of their dog, and now are asking the Court to compel the Clerk of the Court to enter a default against defendant David C. Miller for failing to answer the complaint within 20 days of service. After consideration of plaintiffs’ motion, the opposition thereto, and the entire record, the Court concludes that plaintiffs have failed to effect proper service.…
