The issue in this case is whether a district court1 order directing Iowa state officials to submit a plan for achieving compliance with the Juvenile Justice and Delinquency Prevention Act2 is an appealable interlocutory order under 28 U.S.C. § 1292(a)(1) (1982). The order is directed to Iowa governor Terry E. Branstad and Jack Crandall, executive director of Iowa’s Criminal and Juvenile Justice Planning Agency.
