George Goff and Dudie Rose brought this 42 U.S.C. § 1983 action against defendants for an injunction against the Iowa State Penitentiary’s prohibition of legal correspondence between inmates in different prison units. The District Court granted an injunction and ordered the defendants to allow prisoners to send legal mail to inmates in other facilities. The Court also ordered the defendants to ensure that legal documents would be returned to their owner when held by a “jailhouse lawyer” who is transferred to another facility.
