Information in the nature of quo warranto filed' by the Attorney General against the members of the Civil Service Commission of the City of St. Louis. Respondents have answered and relator has demurred to their answer. The proceeding challenges the validity of Amended Article, 18 of the Charter of the City of St. Louis, under which amendment a system for the appointment of civil servants of said city is provided.
