Tresca Brothers Sand & Gravel, Inc. (Tresca) brought suit under section 303(b) of the National Labor Relations Act (NLRA), 29 U.S.C. § 187(b), charging defendant-ap-pellee Truck Drivers Union, Local 170 (Local 170 or the Union) with unfair labor practices during contract negotiations.
