Petitioner Alvaro Arenas-Yepes petitions for review of a decision of the Board of Immigration Appeals (“BIA”) dismissing his appeal and finding him statutorily ineligible for suspension of deportation. Petitioner asserts, inter alia, that because he received a charging document — namely, an order to show cause — prior to the effective date of the Illegal Immigration Reform and Immigrant Responsibility Act, Pub.L.
