Converse Power Corporation (Converse) appeals the denial of its petition for an aquaculture permit to the South Carolina Department of Health and Environmental Control (DHEC). We affirm.

FACTS/PROCEDURAL BACKGROUND

On May 30, 1997, Converse applied to DHEC for an aquaculture 1 permit for a proposed shellfish culture farm located at 130 Venture Boulevard, Spartanburg, South Carolina.
