Roy Neset appeals from a final order entered in the District Court1 for the District of North Dakota granting declaratory and injunctive relief in favor of the United States (the government), acting on behalf of the Federal Communications Commission (FCC). United States v. Neset, 10 F.Supp.2d 1113 (D.N.D.1998).
