OPINION

WIESE, Judge.

Ten months after receipt of the final decision terminating its contract for default, plaintiff submitted claims to the contracting officer asserting entitlement to additional compensation because of increased contract costs incurred during the period of performance. The claims attributed these costs to design deficiencies in the Government’s specifications and to delays in the processing and payment of change orders.
