Appellant, Franco G. Forgione, has filed an appeal from the order of the Court of Common Pleas of Lycoming County (common pleas court) granting the motion for summary judgment filed on behalf of ap-pellees, John G. Heck and the City of Williamsport (collectively, city). Appellant asserts that common pleas court erred in concluding that under Section 8542(b)(1) of what is commonly known as the Political Subdivision Tort Claims Act (Act), 42 Pa.
