JOYNER, Chief Judge.

Before the Court is the Defendants’ Motion for Summary Judgment (ECF No. *66110). For the reasons set forth in this Memorandum, the Defendants’ Motion is GRANTED in part and DENIED in part.

I. BACKGROUND

Officers David Richardson and Christopher Rommel are police officers for the City of Philadelphia (the “City”), and Louis Giorla is the Prison Commissioner of the City (collectively, the “Defendants”).
