RIPPLE, Circuit Judge.

When Joseph Bagdonas was convicted of the illegal possession and sale of an unregistered weapon, one of the penalties imposed on him was loss of the right to possess firearms. After he served his sentence and probationary period, he sought relief from that disability. He applied to the Director of the Bureau of Alcohol, Tobacco and Firearms (BATF), who, as the delegatee of the Secretary of the Treasury, is authorized to make the final decision on the application.
