Findings of Fact
1. The petitioner is Daniel P. Dooley, Acting Regional Director of the Fourth Region of the National Labor Relations Board (hereinafter “Board”), an agency of the United States. The respondent is Highway Truckdrivers and Helpers, Local 107, International Brotherhood of Teamsters, Chauffeurs, Warehousemen and Helpers of America (hereinafter “Local 107”).
