OPINION

RODRIGUEZ, Senior District Judge:

This matter comes before the Court on motion of Defendant Delaware River Port Authority (“Defendant” or “DRPA” where appropriate) to dismiss Plaintiff Peter Zilahy Ingerman’s Complaint in lieu of answer pursuant to Federal Rule of Civil Procedure 12(b)(6). Plaintiff opposes Defendant’s motion and cross moves for partial summary judgment pursuant to Federal Rule of Civil Procedure 56(a). The central issue in this case is whether the DRPA is in violation of Section 7 of the Privacy Act of 1974 by including the disclosure of one’s social security number…
