I. INTRODUCTION

Alaska state troopers and Fairbanks police officers mistook Keith Wasserman for a potentially dangerous fugitive, wrestled him to the floor, and handcuffed him. Wasserman and his wife sued the State, the City of Fairbanks, and the involved police officers for injuries allegedly sustained during the incident. After a bench trial, the trial court ruled in favor of the defendants and awarded them attorney's fees.
