On July 6,1993, Carol and John Lester applied for a shoreline substantial development permit to improve resort property in Winthrop, Washington. The project was subject to Winthrop’s Shoreline Master Program and the State Environmental Policy Act of 1971. Winthrop permit administrator, Lisa Schade, told the Lesters at their first meeting that their application was complete. About 10 days later, she told them that more information was needed.
