The Maryland State Department of Education (MSDE) appeals from the judgment of the Circuit Court for Washington County reversing the decision of an Administrative Law Judge (ALJ) of the Office of Administrative Hearings (OAH). 1 The ALJ’s decision upheld appellee Douglas Shoop’s suspensions and subsequent termination from employment as an automobile mechanics instructor in the Maryland Correctional Training Center (MCTC).
