TOMLJANOVICH, Justice.
Petitioner, Minnesota League of Credit Unions, seeks review of the court of appeals’ decision upholding an administrative rule pursuant to Minn.Stat. § 14.45 (1991). The court of appeals held that Minn.R. 2675.6400, subp. 6.B (1991) does not violate credit unions’ constitutional right to free dom of speech guaranteed by the Minnesota and United States Constitutions, is not overbroad, vague and arbitrary, and was promulgated in compliance with statutory rulemaking procedures. We affirm.
