This government contract case is before the court following a trial on the merits held in Chicago, Illinois, on June 23-27, 1997, and in Washington, D.C., on July 8, 1997. Plaintiff, Blinderman Construction Company (BCC or plaintiff) is a general contractor, engaged primarily in public construction projects for both municipalities and the Federal Government.
