By proper proceedings the City Council of the City of Los Angeles called an election at which the voters of said city duly authorized the issuance of bonds in the sum of $7,500,000 for the acquisition of land and the construction thereon of a new city hall. A part of said bonds have been sold, and proceedings for acquiring the site are under way. When this stage in the proceedings had been reached,, the city council, on March 6, 1925, by a two-thirds vote of all its members, passed a resolution reciting some of the facts above stated and that the council had been…
