To facilitate more efficient upkeep and operation of the city of Boston’s deteriorating water and sewer systems, the Legislature, by the Boston Water and Sewer Reorganization Act of 1977, St. 1977, c. 436, abolished the water and sewer divisions in the city’s department of public works (DPW), which had previously performed such func*167tions.
