LEAHY, District Judge.

The plan of Standard Gas & Electric Company under Sections 11 and 18(f) of the Public Utility Holding Company Act, 15 U.S.C.A. §§ 79k, 79r(f), was here before and rejected. D.C., 59 F.Supp. 274. On appeal the Circuit Court reversed. 3 Cir., 151 F.2d 326. Since the receipt of the mandate, a noteholder and owners of preferred and preference stocks have sought to intervene. The noteholders, seeking the entry of the decree originally proposed, seek approval of the plan as fair and equitable and ask for enforcement.
