Appeal from a judgment of the Supreme Court (Conway, J.), entered March 5, 1990 in Albany County, which granted petitioner’s application, in a proceeding pursuant to CPLR article 78, to annul respondent’s *818determination denying petitioner’s request for a public librarian’s professional certificate.
