Marcellus Williams was convicted by a jury in Missouri of the first-degree murder of Felicia Gayle and sentenced to death. The Supreme Court of Missouri affirmed the conviction and sentence on direct review, State v. Williams, 97 S.W.3d 462 (Mo.2003) (“Williams I ”), and subsequently affirmed the denial of his motion for postconviction relief. Williams v. State, *827168 S.W.3d 433 (Mo.2005) (“Williams II”).
