Plaintiff Loubna Elkaoussi Mendoza appeals the district court’s order granting summary judgment to the defendants. Mendoza filed a Form 1-130, Petition for Alien Relative, seeking an immigrant visa for her alien father, Hassan Elkaoussi. The United States Citizenship and Immigration Services (“CIS”) denied Mendoza’s petition, and Mendoza filed this federal action seeking review of CIS’s decision.
