DECISION.
{¶ 1} Defendants-appellants the city of Cincinnati ("the city"), the West End Community Council and various allied individuals ("WECC"), and Omar Childress appeal the trial court's judgment reversing the decision of the city's Zoning Board of Appeals ("the ZBA") that plaintiff-appellee CityLink Center was a "community service facility" and thus not a permitted use in the applicable zoning district. The ZBA had determined that CityLink was not entitled to a Zoning Certificate of Compliance that had been issued to it for its proposed use of its property located in the West End…
