RUSSON, Justice:

The State of Utah, through the Office of Recovery Services of the Department of Human Services (ORS), appeals from two trial court orders granting two motions to inter vene by Child Support Enforcement Company (CSE), a private collection agency. 1 CSE seeks to intervene in two separate paternity actions to enforce the assignments for past-due child support which CSE had secured from the custodial parent in each case. We affirm.
