OPINION

This is an action brought by plaintiffs, Ecedro Thomas and Margarita Thomas, to recover damages for the wrongful death of their 7 year old daughter, Arlene Thomas. In their complaint, plaintiffs allege that the public school authorities negligently released their daughter from school on a day of heavy rains and flooding without taking the necessary and proper precautions for her safe transport home.
