FACTS

On August 5, 1996, Appellant Jimmy R. Jordan filed a defamation suit against the City of Kansas City, after the City of Kansas City had issued four summons to Appellant for violations of the City’s Property Maintenance Code. The first summons charged that the Appellant caused or permitted litter, trash, refuse, or rubbish to remain on the premises owned by the appellant in violation of Section 25.3.05.
